program;
(2) Continuously monitor the effectiveness of this
program and perform evaluative research of the program
through the [State Commission] OFFICE on Aging;
(3) Contract, where feasible and desirable, with
public agencies, non-profit private organizations, and
volunteer groups for the provision of community home care
services and group nutritional dining services;
(4) Provide funds for the training of individuals to
perform community home care services and for
administrative costs of the community care services
program;
(5) Utilize to the extent available grants from
federal, state, and other public or private sources to
fund a community home care services program.
SECTION 6. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning
Water Quality Loan of 1975
FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of Fifty Million
Dollars ($50,000,000), the proceeds thereof to be
used to provide State grants to assist in the
construction and equipping of sewage treatment
plants and related facilities and in the
construction, extension, and improvement of existing
public sanitary sewer systems, and to assist in the
construction of temporary sewage treatment plants
and related facilities; establishing conditions of
eligibility for such State grants and limitations
thereon; providing generally for the issue and sale
of bonds evidencing such loan, and providing, under
certain circumstances, that general funds be used to
pay the principal and interest on said bonds;
repealing and re—enacting, with amendments. Section
5(b) of Chapter 286 of the Acts of 1974, to amend
