SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 5 of Article 15A - Budget and
Fiscal Planning, of the Annotated Code of Maryland (1968
Replacement Volume and 1974 Supplement) be and it is
hereby repealed and re—enacted, with amendments, to read
as follows:

Article 15A — Budget and Fiscal Planning

5.

Any [funds derived from a] gift or legacy, coming
into the hands of any department, board, commission,
officer or institution of the State, may be [expended]
UTILIZED in accordance with the terms of such gift or
legacy, provided the Governor shall have previously
assented to the acceptance of such gift or legacy.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

assign certain cases to its hearing examiner;
