(5) THE DEPARTMENT SHALL PRESCRIBE BY RULE
AND REGULATION THE TIME, PLACE, AND MANNER OF SELECTION
OF THE OYSTER COMMITTEES.
(6) THE FISHERIES ADMINISTRATION SHALL
SUBMIT AN ANNUAL SUMMARY OF THE FISHERIES RESEARCH AND
DEVELOPMENT FUND TO THE COMMITTEE OF OYSTERMEN FOR EACH
COUNTY. THE SUMMARY SHALL INCLUDE AN ACCOUNTING OF
RECEIPTS AND EXPENDITURES.
SECTION 2. AND BE IT FURTHER ENACTED, That the term
of any member of a committee of oystermen as of February
29, 1976, expires on March 1, 1976. The licensed
oystermen shall select committees of oystermen to begin
their terms on March 1, 1976 under the procedures
established by this Act. Of the committeemen so
selected, the three members of a committee receiving the
most votes shall serve a four—year term, and the
remaining two members shall serve a two—year term.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.

AN ACT concerning
Maryland Community Mental Health Services
FOR the purpose of clarifying the membership of the
Mental Health Advisory Committee; providing for ex
officio members to serve on a rotating basis;
clarifying the duties of the regional mental health
director; clarifying language; and generally
revising the Maryland Community Mental Health
Services Act so as to more clearly state and specify
the authority, duties, funding, and responsibilities
of the Department of Health and Mental Hygiene, the
governing body of each county and Baltimore City,
cooperating agencies, associations and nonprofit
organizations which are jointly engaged in this
state—wide cooperative program.
