political agent or treasurer or subtreasurer of any other
candidate or political committee, provided, however, that
those candidates lor party office who are members of the
local and State central committees shall not be
prohibited from being the treasurer of a central
committee during their candidacy. No person shall be
appointed or act as treasurer or subtreasurer or
political agent in any election or primary election who
is not a citizen, resident and registered voter of the
State of Maryland.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.

MARYLAND, That Section 230A (a) of Article 56 - Licenses,
of the Annotated Code of Maryland (1972 Replacement
Volume and 1973 Supplement) be and it is hereby repealed
and re—enacted, with amendments, to read as follows::
