improvements thereon, which is determined to be an "open
space" or "open area" as defined by [subsection (b) of §
357A of Article 66C,] §5-1201 OF THE' NATURAL RESOURCES
ARTICLE OF THE CODE, and for which the owner or a
predecessor in title has permanently conveyed or assigned
to the State, local or federal government, or the
Maryland—National Capital Park and Planning Commission,
an easement or other interests in the land which limits
the use thereof in such manner as to preserve its natural
open character in perpetuity.

(d) In assessing woodland the assessing authority
shall assess such land in accordance with the provisions
of [§ 411 1/2 of Article 66C] §§ 5-301 THROUGH 5-308 OF
THE NATURAL RESOURCES ARTICLE OF THE CODE. The supervisor
of assessments in the appropriate county shall be
notified of lands which shall be assessed in accordance
with the provisions of the aforesaid [§ 411 1/2] §§ 5—301
THROUGH 5-308 OF THE NATURAL RESOURCES ARTICLE OF THE
CODE.

(g—1) Sales of new or used vessels upon which the
excise tax levied and imposed by [§ 4E of Article 14B of
this Code] §8-716 OF THE NATURAL RESOURCES ARTICLE OF THE
CODE, is collected by the Department of Chesapeake Bay
Affairs. The exemption shall not be applicable to the
leasing or rental of new or used vessels.
SECTION 6. AND BE IT FURTHER ENACTED, That Section
8A(b) of Article 89B — State Roads, of the Annotated Code
of Maryland (1969 Replacement Volume and 1973 Supplement)
be and it is hereby repealed and re—enacted, with
amendments, to read as follows:

(b) All property acquired by the State Roads
Commission under the provisions of this section shall be
conveyed by it, at no cost, to the State of Maryland for
the use of the Department of Forests and Parks. The
Department of Forests and Parks shall develop, operate,
control and manage all property acquired by it hereunder
as parks and recreational areas, in accordance with its
powers as set forth in [Article 66C of the Annotated Code
of Public General Laws] TITLE 5 OF THE NATURAL RESOURCES
ARTICLE OF THE CODE. Nothing herein shall be construed
to prevent the Department of Forests and Parks from
