filing their respective certificates with the State
Administrative Board of Election Laws, shall each pay to
it the sum of two hundred and ninety dollars ($290) .
Nothing in this section shall apply to [candidate]
CANDIDATES for President of the United States qualifying
under § 12-2 (a) (1) .

(c)   Candidates for the House of Representatives of
the Congress of the United States shall each pay to the
State Administrative Board of Election laws the sum of
one hundred dollars ($100) upon filing [such] THEIR
certificates.

(d)  Candidates for State Senator and member of the
House of Delegates shall each pay to the State
Administrative Board of Election Laws, the sum of fifty
dollars ($50) upon filing their certificates.

(E) CANDIDATES FOR MAYOR OF BALTIMORE CITY,
COMPTROLLER OF BALTIMORE CITY, PRESIDENT OF THE CITY
COUNCIL OF BALTIMORE OR OTHER OFFICES WHICH ARE ELECTED
BY THE VOTERS OF THE ENTIRE CITY OF BALTIMORE, UPON
FILING THEIR RESPECTIVE CERTIFICATES, SHALL EACH PAY THE
SUM OF ONE HUNDRED AND FIFTY DOLLARS ($150). CANDIDATES
FOR THE BALTIMORE CITY COUNCIL SHALL EACH PAY THE SUM OF
FIFTY DOLLARS ($50) FOR THE COUNCILMATIC DISTRICT IN
WHICH HIS NAME APPEARS UPON THE BALLOT.

[ (e) ] (F) Candidates nominated by primary meeting,
petition, a political party's committee or otherwise,
whether or not their names appear on the primary ballot.
Bust pay the filing fee for the respective office which
they seek in accordance with the foregoing conditions.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
is hereby declared to be an emergency measure and
necessary for the immediate preservation of the public
health and safety and having been passed by a yea and nay
vote supported by three—fifths of all the members elected
to each of the two Houses of the General Assembly, the
same shall take effect from the date of its passage.
