removed by a towing vehicle without first entering into a
signed agreement with the owner of the disabled vehicle
or his authorized representative, which agreement shall
include an estimate of repairs.
(b) One copy of any agreement entered into
pursuant to this section shall be given to the owner of
the disabled vehicle or his authorized representative.
(c) One copy of any agreement entered into
pursuant to this section shall be retained as permanent
record for a period of two years by the licensed person
who owns or leases the towing vehicle to be used in
towing or removing the disabled vehicle.
Sec. 17—60. Investigation and finding on application.
(a) The Department of Permits and Licenses, after
receipt of an application for license, shall forward same
to the Chief of Police or his designee for investigation
and inspection of the following, after zoning regulations
of Baltimore County have been complied with by the
applicant.
(1) The applicant has facilities to provide
towing services when requested on a twenty—four hour
basis.
(2) The towing vehicles of the applicant are
in good mechanical condition, equipped with necessary
towing gear and safety apparatus, and are registered as
commercial hauling vehicles with the department of motor
vehicles.
(b) The Chief of Police or his designee shall
promptly report his findings to the Department of Permits
and Licenses. If the applicant shall be denied any
license based upon such findings, such decision shall be
appealable as provided in Section 17—68.
(c) All records maintained by licensed towing
companies shall be open to inspection by authorized
police agencies, during normal business hours.
Sec. 17—61. Location Requirements
(a) New license towers shall be approved by the
Chief of Police based upon the need for additional
service. If the need does not exist, the application
will not be approved.
(b) No licensee shall dispatch a tow vehicle from
any location other than what is indicated on his license
or from fenced-in storage facilities within view of
