AN ORDINANCE to add new Sections 1-900 through 1-907,
inclusive, to the Anne Arundel County Code (1967
Edition and Supplements), Title 1, "Administration",
to follow immediately after Section 1—802 thereof,
and to be under the new Subtitle 9, "Financial
Disclosure", to provide for the filing of disclosure
statements by certain public officials and
candidates, to define certain terminology as used in
this Subtitle, to provide for the content of said
disclosure statements, to establish procedures and
penalties for the violation of the provisions of
said Subtitle, and matters generally related
thereto.

SECTION 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
ANNE ARUNDEL COUNTY, MARYLAND, That, new Sections 1-900
through 1—907, inclusive, be, and they are hereby added
to the Anne Arundel County Code (1967 Edition and
Supplements), Title 1, "Administration", to follow
immediately after Section 1—802 thereof, and to be under
the new Subtitle 9, "Financial Disclosure", and to read
as follows:

SECTION 1-900. DECLARATION OF PURPOSE.

RECOGNIZING THAT OUR SYSTEM OF REPRESENTATIVE
GOVERNMENT IS DEPENDENT IN PART UPON THE PEOPLE
MAINTAINING THE HIGHEST TRUST IN THEIR PUBLIC OFFICERS,
IT IS HEREBY DECLARED THAT THE PEOPLE HAVE A RIGHT TO BE
ASSURED THAT THE FINANCIAL INTERESTS OF HOLDERS OF AND
CANDIDATES FOR PUBLIC OFFICE PRESENT NO CONFLICT WITH THE
PUBLIC TRUST. IT IS, THEREFORE, THE PURPOSE OF THIS
SUBTITLE TO PROMOTE THE CONTINUED TRUST AND CONFIDENCE OF
THE PEOPLE OF ANNE ARUNDEL COUNTY, MARYLAND, IN THE
INTEGRITY OF THEIR PUBLIC OFFICERS. THE REQUIREMENTS SET
FORTH IN THIS SUBTITLE SHALL BE IN ADDITION TO THE
PROVISIONS OF SECTION 1002A OF THE CHARTER OF ANNE
ARUNDEL COUNTY.

SECTION 1-901. DEFINITIONS

WHEN USED IN THIS SUBTITLE:

(A) "INTEREST" MEANS ANY LEGAL OR EQUITABLE
INTEREST, WHETHER OR NOT SUBJECT TO AN ENCUMBRANCE OR A
CONDITION, WHICH WAS OWNED OR HELD, IN WHOLE OR IN PART,
