any person or circumstance is held invalid for any
reason, such invalidity shall not affect the provisions
or any other application of this ordinance which can be
given effect without the invalid provisions or
application, and to this end, all the provisions of this
ordinance are hereby declared to be severable.
SECTION 3. AND BE IT FURTHER ENACTED, That in
accordance with the provisions of Section 21—301 of the
Anne Arundel County Code (1967 Edition and Supplements),
Title 21, "General Provisions, Penalties and Rules of
Interpretation", Subtitle 2, "Rules of Interpretation",
the catchlines or section headings of the several
sections of this ordinance are intended as mere
catchwords to indicate the contents of said section, and
shall not be deemed or taken to be titles of such
sections, nor as any part of said section.
SECTION 4. AND BE IT FURTHER ENACTED, That upon the
adoption of additional sections of this Subtitle, the
Articles, Headings, Subsections or Sections of this
ordinance may be re—numbered or rearranged to establish
an orderly numbering system for the entire Subtitle, and
to correct cross references (provided that no changes
other than typographical corrections may be made to the
language or substance thereof).
SECTION 5. AND BE IT FURTHER ENACTED, That this
Ordinance is hereby declared to be an emergency ordinance
and necessary for the immediate preservation of the
public peace, health, safety, welfare and property, and
being passed by the affirmative vote of five (5) members
of the County Council, the same shall take effect from
the date it becomes law.

AN ORDINANCE to add new Sections 1-261 through 1-282,
inclusive, to the Anne Arundel County Code (1967
Edition and Supplements), Title 1, "Administration",
Subtitle 2, "Personnel", to follow immediately after
Section 1—260 thereof, and to be under the new
Article V, "Appointed and Elected Officials1
Retirement Plan", to establish a retirement plan for
appointed and elected County officials, to provide
for the participation, benefits, administration and
funding thereof, and matters generally related
thereto.
