RIVERDALE

-17.29.Buildings - To make reasonable regulations in
regard to buildings and signs to be erected, constructed
or reconstructed in the town and to require building
permits for them, and to appoint a Building Inspector.

-17.30.Codification of ordinances - To provide for the
codification of all ordinances.

—17.31.Community Services - To provide, maintain and
operate community and social services for the
preservation and promotion of the health, recreation,
welfare and enlightment of the inhabitants of the town.

-17.32.Curfew - To prohibit the youth of the town from
being in the street, lanes, alleys or public places at
unreasonable hours of night.

—17.33.Departments and Offices — To create, change and
abolish offices, departments or agencies including Appeal
Boards and advisory groups, other than the offices,
departments and agencies established by this Charter; to
assign additional functions to offices, departments or
agencies established by this Charter, but not including
the power to discontinue or assign to any other office,
department or agency any function or duty assigned by
this Charter to a particular office, department or
agency.

-17.34.Dogs and other animals and fowl — To regulate
the keeping of dogs and other animals and fowl and to
provide for penalties and fines when found in violation
of the ordinance in such cases provided.

-17.35.Erosion and Sediment Control - To regulate
grading and construction to control erosion.

—17.36.Elections — Conduct and Procedure — The Council
may adopt by ordinance any procedures and regulations
consistent with the provisions of this Charter and with
the election laws of the State of Maryland necessary to
provide for the orderly conduct of town elections
including but not restricted to absentee ballots and for
"write—in" candidates and to provide for special
elections for municipal purposes, at such times, and
places as may be determined, and subject to the
provisions of the charter of said town.

—17.37.Explosives and combustibles - To regulate or
prevent the storage of gunpowder, oil or other explosive
or combustible material; to regulate or prevent the use
of firearms, fireworks, bonfires, explosives or any other
similar thing which may endanger persons or property.
