CHARTER AMENDMENT RESOLUTION NUMBER 1973-5
RESOLUTION NUMBER 265

Resolution of the City of Greenbelt adopted pursuant
to the authority of Article 11E of the Constitution of
Maryland and Section 13 of Article 23A of the Annotated
Code of Maryland (1957 Edition as amended), Title
"Corporation — Municipal", sub—title "Home Rule", to
amend the Charter of the City of Greenbelt, said Charter
being Section 40 of Article 17 of the Code of Public
Local Laws of Maryland (1963 Edition) and containing in
whole or in part the Charter of the City of Greenbelt, by
adding a new section 23A, Campaign Financial Reports, to
provide by ordinance that the City Council may provide
for the reporting of campaign contributions and
expenditures, provided no such ordinance shall become
effective within sixty days preceding an election and to
provide that no person shall be deemed elected as
councilman unless all required reports have been filed.

SECTION 1. BE IT RESOLVED AND ORDAINED BY THE
COUNCIL OF THE CITY OF GREENBELT, MARYLAND, that the
Charter of the City of Greenbelt, said Charter being
Section 40 of Article 17 of the Code of Public Local Laws
of Maryland (1963 Edition as amended) and containing in
whole or in part the Charter of the City of Greenbelt,
Maryland, shall be amended by adding a new section
Section 23A, Campaign Financial Reports, to read as
follows:

23A. CAMPAIGN FINANCIAL REPORTS.

THE CITY COUNCIL, BY ORDINANCE, MAY PROVIDE FOR THE
REPORTING OF CONTRIBUTIONS AND EXPENDITURES MADE IN
FURTHERANCE OF OR OPPOSITION TO THE NOMINATION AND
ELECTION OF CANDIDATES FOR THE OFFICE OF COUNCILMAN;
PROVIDED THAT NO SUCH ORDINANCE OR AMENDMENT THERETO
SHALL BECOME EFFECTIVE WITHIN A SIXTY-DAY PERIOD
PRECEDING A REGULAR ELECTION. NO PERSON SHALL BE DEEMED
ELECTED TO THE OFFICE OF COUNCILMAN OR ENTER UPON THE
DUTIES THEREOF, OR RECEIVE ANY SALARY OR EMOLUMENTS
THEREFROM UNTIL HE SHALL HAVE FILED ANY REPORTS
AUTHORIZED HEREIN WHICH MAY BE REQUIRED TO BE FILED PRIOR
TO HIS TAKING OFFICE.

SECTION 2. BE IT FURTHER RESOLVED that the date of
the adoption of the Resolution is September 10, 1973 and
that the amendment to the Charter of the City of
Greenbelt, hereby proposed by its enactment, shall be and
become effective on October 30, 1973 unless a proper
petition for a referendum hereon shall be filed as
permitted by law. A complete and exact copy of the
Resolution shall be posted in the city office until
