ANNAPOLIS

ordinance, to fix, alter or amend, from time to
time, reasonable charges for connections to said
sewerage system and for usage thereof, and to adopt
a reasonable schedule of charges for usage, measured
on a flat rate basis or on a basis of water
consumption or otherwise, such charges to be
classified according to location, volume or type of
use or both, or some other reasonable method,
provided all charges within each classification
shall be computed on a uniform rate; PROVIDED
FURTHER, THAT THE CHARGE MAY BE REDUCED BY ORDINANCE
FOR PERSONS OF THE AGE OF SIXTY-FIVE OR MORE AND
WHOSE TOTAL GROSS ANNUAL INCOME FROM ALL SOURCES IS
FIVE THOUSAND DOLLARS OR LESS; and by ordinance, to
provide discounts for prompt payment of all such
charges and to provide for enforcement of the
collection of said charges by appropriate measures,
including the discontinuance of water and sewerage
service after thirty days notice, and the imposition
of a lien for unpaid charges on the property served;

SECTION II: AND BE IT FURTHER RESOLVED BY THE MAYOR
AND ALDERMEN OF THE CITY OF ANNAPOLIS that the date of
adoption of this Resolution is the 22nd day of February,
1973, and the Amendment of the Charter of the City of
Annapolis hereby enacted shall become effective on the
13th day of April, 1973, unless a proper petition for
referendum hereon shall be filed as permitted by law,
provided a complete and exact copy of this Resolution
shall be continuously posted on the bulletin board in the
City Hall until the 3rd day of April, 1973, and provided
further that a copy of the title of this Resolution shall
be published in the "Evening Capital", a newspaper of
general circulation in the City of Annapolis, or in any
other newspaper of such general circulation, once in each
of the weeks, March 2, March 9, March 16, March 23, and
March 30, 1973.

SECTION III. AND BE IT FURTHER RESOLVED BY THE
MAYOR AND ALDERMEN OF THE CITY OF ANNAPOLIS that the
Mayor is hereby specifically commanded to carry out the
provisions of Section II hereof, and, as evidence of such
compliance, the Mayor shall cause to be affixed to the
Minutes of this meeting appropriate certificates of
publication of the newspaper or newspapers in which the
title of the Resolution shall have been published and
shall declare the Charter change hereby enacted to be
effective on the 13th day of April, 1973, or following a
favorable referendum thereon, by affixing his signature
hereto in the space provided on the effective date of
change.

SECTION IV: AND BE IT FURTHER RESOLVED BY THE MAYOR
AND ALDERMEN OF THE CITY OF ANNAPOLIS that as soon as the
