RESOLUTION NO. 207
CHARTER AMENDMENT NO. 1973-1

A Resolution of The Commissioners of Aberdeen
adopted pursuant to the authority of Article 11E of the
Constitution of Maryland and of Article 23A of the
Annotated Code of Maryland (1957 Edition, as amended), to
repeal Section 8 and to re—enact a new Section 8 and to
repeal and re—enact, with amendments, Sections 7, 10, 11,
12, and 16 of the Code of Public Local Laws of Harford
County, title "Harford County1', subtitle "Aberdeen",
abolishing the position and powers of Town Manager,
substituting the position of Director of Administration,
defining his powers and duties, and changing the name of
the Superintendent of Public Works to Director of Public
Works.

SECTION 1. BE IT RESOLVED, ORDAINED, AND ENACTED BY
THE COMMISSIONERS OF ABERDEEN, by authority of Article
11E of the Constitution of Maryland and of Article 23A of
the Annotated Code of Maryland (1957 Edition, as amended)
that Sections 7, 8, 10, 11, 12, and 16 are hereby
repealed and new Section 8 is hereby re—enacted and
Sections 7, 10, 11, 12, and 16 are hereby re—enacted,
with amendments, to read as follows:

7. Flection of other town officers.

At the first meeting held by The Commissioners of
Aberdeen following their election they shall elect one of
their number to be President of the Commissioners. At
the first meeting held [the January") following their
election the Commissioners shall annually appoint [a Town
Manager and] a Clerk—Treasurer who shall hold office
subject to the pleasure of The Commissioners of Aberdeen
[until the following January.]

3 (A) THE OFFICE OF DIRECTOR OF ADMINISTRATION IS
HEREBY CREATED. THE COMMISSIONERS OF ABERDEEN SHALL
APPOINT THE DIRECTOR, WHO SHALL SERVE AT THEIR PLEASURE.
THE DIRECTOR SHALL BE SELECTED ON THE BASIS OF HIS
EXECUTIVE, ADMINISTRATIVE, AND FISCAL ABILITIES,
INCLUDING A KNOWLEDGE OF ACCOUNTING AND PUBLIC AFFAIRS,
AND HIS COMPENSATION MAY BE FIXED BY THE COMMISSIONERS
FROM TIME TO TIME. HE SHALL EXECUTE A SATISFACTORY
CORPORATE SURETY BOND IN FAVOR OF THE COMMISSIONERS OF
