3236                                           EXECUTIVE ORDERS

creating serious potential health and safety
problems, as well as a major disruption in their
daily lives, including their inability to travel to
and from work and obtain food and other necessary
supplies; and

WHEREAS, These problems engendered by the acute shortage
of gasoline for motor vehicles may be alleviated by
the distribution of gasoline on certain days only to
operators of certain specified motor vehicles; and

WHEREAS, Such regulation of the distribution of gasoline
is on important State interest and is reasonable and
necessary to protect the health, safety, and welfare
of the public;

NOW, THEREFORE, I, MARVIN MANDEL, GOVERNOR OF THE STATE
OF MARYLAND BY VIRTUE OF THE AUTHORITY VESTED IN ME
BY ARTICLE 41, SECTION 15B OF THE ANNOTATED CODE OF
MARYLAND (1971 REPLACEMENT VOLUME AND 1973
CUMULATIVE SUPPLEMENT, AS AMENDED BY CHAPTER 1 OF
THE ACTS OF 1973, SECOND SPECIAL SESSION), AND
BECAUSE I AM ADVISED AND INFORMED THAT THE FOLLOWING
IS REASONABLE AND NECESSARY IN VIEW OF THE SITUATION
OF EMERGENCY, DO HEREBY PROCLAIM AND ISSUE THE
FOLLOWING ORDER, EFFECTIVE AT 12:01 A.M., MONDAY,
FEBRUARY 11, 1974, IF THE COMMITTEE ON
ADMINISTRATIVE, EXECUTIVE AND LEGISLATIVE REVIEW
APPROVES THE ORDER PRIOR TO THEN; OTHERWISE AT 12:01
A.M., TUESDAY, FEBRUARY 12, 1974:

1. Except as hereinafter provided,
sales of gasoline by retail service stations
to operators of motor vehicles bearing
Maryland registration plates shall only be
made on the following dates:

(a)    On even numbered calendar
dates gasoline shall only be sold to
operators of vehicles bearing personalized
registration plates, and registration plates
with the last digit ending in an even number.
This shall not include ham radio operator
plates. Zero is an even number.

(b)    On odd numbered calendar
dates gasoline shall only be sold to operators
of vehicles bearing ham radio plates or
registration plates with the last digit ending
in an odd number.

(c)    For commercial vehicles,
other than those excluded from this Order,
bearing registration plates with the last
