(2)    Parallel negotiations, in which
the agency independently commences
simultaneous negotiations with two or
more persons submitted by the board,
choosing the one offering the best
equivalent price.

(3)    Invited price bids, in which the
agency invites the persons submitted by
the board to submit bids on the project,
choosing the low bidder.

(g) The board shall adopt rules for
the conduct of its proceedings in accordance
with the provisions of the Administrative
Procedure Act.

3. The General Professional Service
Selection Board is created as part of the
Department of General Services. It consists
of five persons and shall be chosen as
follows:

(a)    The Secretary of General Services,
or his designee, is an ex officio member, and
has the power to vote.

(b)    Two members shall be chosen by the
Governor from within the Department of General
Services upon the recommendation of the
Secretary of General Services, and shall serve
at the pleasure of the Governor.

(c)    Two members shall be chosen by the
Governor from the general public, at least one
of whom shall not be an engineer or architect.
These members shall serve for a term of four
years, but may be removed by the Governor for

(1) conviction of a crime involving moral
turpitude, or entering a plea of nolo
contendere to a charge thereof; (2) loss of
professional registration in . the event the
member is an architect or engineer; (3)
failure to attend regularly the meetings of
the Board; (4) undue disqualification from
participation in matters coming before the
Board by reason of conflict of interests; or

(5) other misconduct affecting the rendering
of fair and impartial decisions on matters
coming before the Board. As a condition
precedent to their appointment, they shall
affirm that neither they, nor any firm or
corporation with which they are associated,
intends to solicit or negotiate for any
