CUMULATIVE SUPPLEMENT, AS AMENDED BY CHAPTER 1 OF
THE ACTS OF 1973, SECOND SPECIAL SESSION), AND
BECAUSE I AM ADVISED AND INFORMED THAT THE FOLLOWING
IS REASONABLE AND NECESSARY IN VIEW OF THE SITUATION
OF EMERGENCY, DO HEREBY PROCLAIM AND ISSUE THE
FOLLOWING ORDER, EFFECTIVE 12:01 A.M., JANUARY 10,
1974:

Pursuant to my authority to modify existing
requirements affecting the use of energy resources,
the requirements of the State Department of Health
and Mental Hygiene that certain fuel oil burning
installations be equipped with dust collection
devices,, as these requirements are set forth in
Section .03B of Regulation 10.03.38 ("Regulations
Governing the Control of Air Pollution in Area III")
and Section .03B of Regulation 10.03.39
("Regulations Governing the Control of Air Pollution
in Area IV"), are hereby modified to establish May
10, 1974, as the effective date of these
requirements with respect to the following
installations:

(a)    Residual fuel oil burning
installations having a maximum rated heat
input of less than 10—million btu per hour per
furnace; and

(b)    Residual fuel oil burning
installations, regardless of their maximum
rated heat input, when, used solely on a
stand—by basis by "Interruptible" or
"Off—Peak" gas company contract customers, but
only during periods of actual interruptions in
the supply of gas to such customers.

WHEREAS, The State of Maryland spends considerable sums
each year for the planning and design of capital
projects, requiring the professional services of
architects and engineers; and

WHEREAS, It is necessary that the State obtain these
services at the lowest possible cost consistent with
the highest possible quality; and

WHEREAS, It is also necessary that the sole criterion in
