(2) The Maryland Environmental Service must
consult with the governing bodies of affected
municipalities regarding the handling and disposition of
liquid wastes, but is under no other constraint in
planning or providing regional liquid waste collection,
treatment, and disposal facilities.

In reaching the decision to adopt the described
amendments, the Senate emphatically denied the right of
local government to exercise veto power over the
authority of the State to deal with a regional problem
affecting the public health and welfare.

House Bill No. 1683 contravenes that principle, and
we urge that it be vetoed.

AN ACT concerning

Anne Arundel County — Gasoline, Petroleum,
or Chemical Manufacturing

FOR the purpose of prohibiting [[certain]] the use of
land and buildings for chemical or catalytic
manufacturing, chemical fabrication, gasoline
processing, or refining of petroleum or petroleum
products in Anne Arundel County for a certain period
of time; providing certain exceptions; and making
this an emergency Act.
