FOR the purpose of changing the date on or before which
an amended declaration of estimated tax shall be
filed and one—fourth of the estimated tax due shall

be paid, authorizing political subdivisions of the

State to adopt an accrual method for reporting

revenues for budget purposes, authorizing the

Comptroller to make certain estimates of the local

share of the income tax, providing for a

certification of such estimates by a certain date,
and relating generally to the accrual of revenues
for budgetary purposes.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
1649.

This bill changes the date for filing certain
declarations of estimated taxes and authorizes the
political sub—divisions of the State to use an accrual
method of budgetary accounting.

Senate Bill 921, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purposes as House Bill 1649.

Therefore, it is unnecessary for me to sign House
Bill 1649.
