office, including most recently the duty of compiling the
Maryland Register and Code of Maryland Regulations
(imposed by the enactment of Senate Bill 165, which was
signed by me on May 31, 1974) and the duty of being
custodian of all of the financial disclosure statements
required to be filed by the Financial Disclosure Act.

For these reasons, I have decided to veto House Bill

AN ACT concerning

Anne Arundel County — Public School Employees

FOR the purpose of permitting The Board of Education of
Anne Arundel County to negotiate with certain
employees under certain conditions.

Dear Mr. Speaker:

In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed House Bill
1173.

This bill authorizes the Board of Education of Anne
Arundel County to negotiate with non—certified public
school employees in basically the same manner as that
provided for certified public school employees.

House Bill 316, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purpose with respect not only to the Anne
Arundel County Board of Education but, also, with respect
to all but five of the State's other county boards of
education, as well.
