procedures which result in the selection of members to
the Board of Education. As the educational leader of the
public school system in Charles County, however, I do
feel it is my concern to do whatever I can to see that
procedures are established which will provide for the
selection of competent people to take care of the
educational affairs here. I am sure that was the intent
of the drafters of HB—730. I do not, however, believe
that it does provide it.
Thus, for what I firmly believe to be the good of
the public education system in Charles County, I
recommend that you veto HB—730.

Dear Governor Mandel:
I would like to register my objection to HB—730.
The reasons are numerous, but first and foremost, the
bill will certainly be self—defeating in its purpose, as
I read it. Public participation, I wholeheartedly
subscribe to, but certainly in a manner that is
beneficial to both the public and the body affected, in
this case the public school system in Charles County.
Serving as a member of the Charles County Board of
Education, I cannot support it. I feel the detrimental
effects that it would have on the entire educational
system would be devastating. Therefore, I urge the veto
of this legislation on the ground that it would be very
harmful, both to the citizenry and the educational system
of Charles County, and for the repercussions it would
have throughout the state.
