apparently been inactive in recent years. It is my
intention to reconstitute the Commission, or one like it,
in order that an appropriate study can be made for the
guidance of the General Assembly.

House Bill No. 68 — Adoption of Rules in
Executive Departments

AN ACT concerning

General Assembly — Joint Standing Committee on
Administrative, Executive and Legislative Review

FOR the purpose of providing that a rule or regulation of
any of the several executive departments may be
adopted only after a certain period of time has
elapsed since that rule or regulation was filed with
the Joint Standing Committee on Administrative,
Executive and Legislative Review of the General
Assembly and providing that this Act is an emergency
measure.

May 31, 1974.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed House Bill 68.

This Bill amends Section 40A(f) of Article 40 of the
Annotated Code of Maryland to require that agency rules
be submitted to the Administrative, Executive and
Legislative Review Committee, for its review, at least
sixty days prior to their adoption.

Senate Bill 165, which was enacted by the General
Assembly and signed by me on May 31, 1974, accomplishes
the same purpose as House Bill 68, in addition to
creating the Maryland Register and the Code of Maryland
Regulations.

Therefore, it is unnecessary for me to sign House
