Senate Bill No. 863 — Qualifications of Chiropractors
AN ACT concerning
Board of Chiropractic Examiners — Applications
FOR the purpose of changing the qualifications for
persons applying for chiropractic licenses[[,
repealing certain provisions concerning the Board of
Chiropractic Examiners' power to investigate and
recognize certain schools, and clarifying the
language therein"]].

Dear Mr. President:
In accordance with Article II, Section 17 of the
Maryland Constitution, I have today vetoed Senate Bill
863.
This bill requires the Board of Chiropractic
Examiners to admit to the qualifying examination for
practice of chiropractic any graduate of a chiropractic
school or college approved by the Secretary of Health and
Mental Hygiene and either by the Association of
Chiropractic Colleges or the Council on Chiropractic
Education.
Under the present law, it is the Board of
Chiropractic Examiners which approves the chiropractic
colleges for purposes of admission to the examination. I
have no particular objection to utilizing the two listed
accrediting agencies — i.e., the Association of
Chiropractic Colleges and the Council of Chiropractic
Education; however, the Secretary of Health and Mental
Hygiene is not staffed to perform this function. He does
not accredit colleges for any other profession within his
jurisdiction, and has neither the staff, the funds, nor
the expertise to perform this function.
For these reasons, I have decided to veto Senate
