Baltimore City — Public Building Renovation
Bond Issue
FOR the purpose of authorizing the Mayor and City Council
of Baltimore to create a debt, and to issue and sell
its certificates of indebtedness as evidence
thereof, to an amount not exceeding One Million
Eight Hundred Thousand Dollars ($1,800,000.00), the
proceeds derived from the sale of the certificates
of indebtedness to be used for additions and
improvements to, or the renovation,, modernization or
reconstruction of, existing buildings, structures
and facilities owned or controlled by the Mayor and
City Council of Baltimore, to be or now being used
for or in connection with the operations, functions
and activities of the Mayor and City Council of
Baltimore, and for acquiring and installing
equipment for any and all buildings, structures or
facilities authorized to be improved, renovated or
modernized under the provisions hereof, and for
doing any and all things necessary, proper or
expedient in connection with or pertaining to any or
all of the matters or things hereinbefore mentioned;
providing that the municipality shall designate in
certain ordinances the particular buildings,
structures or facilities to be improved, renovated
or modernized and the particular general use to be
made thereof; authorizing said municipality to
submit an ordinance or ordinances for said purpose
to the legal voters of Baltimore City, and providing
generally for the issuance and sale of said
certificates of indebtedness.

Dear Mr. President:
In accordance with Article II, Section 17, of the
Maryland Constitution, I have today vetoed Senate Bill
302.
This bill authorizes Baltimore City to borrow
$1,800,000 for the improvement of public buildings.
House Bill 562, which was enacted by the General
Assembly and signed by me on April 9, 1974, accomplishes
the same purpose as Senate Bill 302.
Therefore, it is unnecessary for me to sign Senate
Bill 302.
