hospital from including the educational cost aspects of a
family practice program in the rates it charges patients,
confronting Franklin Square Hospital with an operating
deficit of $50,000 with no recourse but State assistance;
and
WHEREAS, The family practice program at Franklin
Square Hospital also faces serious difficulty if, at the
time of inspection for reaccreditation, it cannot create
an autonomous family practice center with a sufficient
number of supporting personnel and faculty, placing at
stake not only the residency program, but the urgently
needed services of family physicians for the 300,000
residents of this service area; now, therefore, be it
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That
the Governor is requested to seek all possible means to
obtain State funds to save the vitally needed family
practice residency program at Franklin Square Hospital to
meet the operating deficit of the residency program and
to provide capital funds for an outpatient facility
within which an autonomous family practice center may
function for reaccreditation and patient purposes; and be
it further
RESOLVED, That copies of this Resolution be sent to
Governor Marvin Mandel, Comptroller Goldstein, State
Treasurer Tawes, and Dr. William Richel, Franklin Square
Hospital, Baltimore, Maryland.

A House Joint Resolution concerning
Paul Jacob Bailey
FOR the purpose of expressing the respect and affection
of the General Assembly for Senator Paul J. Bailey
of St. Mary's County upon his announced intention to
retire from Legislative service.
The Members of the General Assembly have learned
with much regret of the announced intention of Senator
Paul J. Bailey of St. Mary's County to retire from
Legislative service at the conclusion of his present term
of office.
