this Ordinance are hereby declared to be severable.

SECTION 3. AND BE IT FURTHER ENACTED, That this
Ordinance shall become law on the 1st day of July, 1971,
and its provisions shall take effect on bills rendered
after July 31, 1971.

I hereby certify that Bill No. 31-71 is true and
correct and will take effect on July 1, 1971.

SECTION 2. And be it further enacted. That any
alleged procedural defect in the enactment of either or
both of said Bills by the County Council of Anne Arundel
County is cured, and said Bills shall be fully as
effective as if passed in full compliance with all
constitutional, statutory, charter and other legal
requirements, procedural or otherwise.

SECTION 3. And be it further enacted. That this Act
shall become law on July 1, 1974, but shall have
retroactive effect and shall apply to and be effective
with respect to the period July 1, 1971 through June 30,
1973.

SECTION 4. And be it further enacted, That nothing
herein shall affect or impair the powers granted to Anne
Arundel County from July 1, 1973 through June 30 1975,
with respect inter alia to utilities and fuel taxes, by
Chapter 853 of the Acts of 1973, or shall affect or
impair the Bills enacted by the County Council of Anne
Arundel County pursuant to such powers granted to Anne
Arundel County by said Chapter 853 of the Acts of 1973
for said period July 1, 1973 through June 30, 1975.
