SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

Foster Care of Children — Rates Paid

financial rates paid for the foster care of
children, and generally relating to foster care

Preamble

WHEREAS, It is the policy of the State of Maryland
that all children who become the responsibility of the
State shall be afforded support appropriate to their
needs, without distinction as to the administering
agency; and

WHEREAS, The State recognizes that emotionally
disturbed children, those in trouble with the law and
authority, physically handicapped children and retarded
children have special needs which involve extra care,
cost and risk; and

WHEREAS, It is the intention of the State that
parents who temporarily assume the duties of natural
parents at the instance of the State be provided the
resources to support the foster children in a manner
commensurate with the family standard of living, with
