SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 2(t), 3(a), 20(j-1), 21(f-1),
21(h), 38(a)(4) , 69(d-1) 117(a), 117 (b), 118(a),
118(a-1), 118{b), 118{c), 118(d), 118(e), 118(f), 118(g),
118(i), 118(j), 118(m), 118(n), 118(o), 120(a), 120(b),
121(b), 123(b), 125, 126A(a), 126B, 130(a), 158(f), 174,
180, 180A, 181, 181A, 182, 183 and 196(b) of Article 2B -
Alcoholic Beverages, of the Annotated Code of Maryland
(1968 Replacement Volume and 1973 Supplement) be and they
are hereby repealed and re—enacted, with amendments, to
read as follows:

Article 2B — Alcoholic Beverages
2.

(t) "Consumer" means any natural person over the
age of twenty-one (21) years OR IN THE CASE OF BEER AND
LIGHT WINE ANY PERSON OVER THE AGE OF EIGHTEEN (18) TEARS
or any corporation not otherwise interdicted by this
article or any other law of this State, who buys,
possesses, keeps or transports alcoholic beverages upon
which the taxes provided by the tax provisions of this
article have been paid, for his own use and not for sale.

3.

(a) (1) No alcoholic beverages shall be bought,
possessed, stored, imported, transported, kept or
suffered to be bought, possessed, stored, imported,
transported or kept in any vehicle, vessel or aircraft or
on any premises or under his charge or control by any
person except: (i) By a consumer or, (ii) By a licensee
as provided in this article or, (iii) By a [minor] PERSON
under twenty—one years of age who may have in his
