tear down or injure any fence, vine, tree or wall,
without the consent of the owner or occupant of [said]
THESE lands first [had and] BEING obtained[; and any
one]. ANY PERSON who [shall violate] VIOLATES any of the
provisions of this section [shall be deemed] IS guilty of
a misdemeanor, and upon conviction [thereof] before a
[justice of the peace of the said county] COURT OF
COMPETENT JURISDICTION, shall be fined not less than
[one] $1 nor more than [twenty dollars] $20 and costs,
and upon [failure] REFUSAL to pay the same he shall be
confined in the county jail for a period not exceeding
[thirty] 30 days, or until the fine and costs are paid,
whichever shall [first] occur FIRST.
SECTION 2. AND BE IT FURTHER ENACTED, That Sections
4-1 and 9-1 of the Public Local Laws of Washington County
being Article 2 2 of the Code of Public Local Laws of
Maryland (1970 Edition) be and they are hereby repealed:
Article 22
[The term or terms of the Circuit Court for
Washington County shall be established by rule of the
Circuit Court, and the Court shall in its discretion
summon juries to any term or terms that it shall deem
necessary in the mode and manner prescribed by law. In
the trial of any case in said court, or either the law or
equity side thereof, the judges or judge presiding shall
have the power and authority to employ a stenographer or
shorthand reporter to take down the proceedings,
including the testimony and opinion of the court, and the
County Commissioners shall levy such compensation for the
services of such stenographer or shorthand reporter as
the judge thereof shall approve of.]

[(a) There is hereby created a commission of five
persons, to be known as the Deer Damage Commission of
Washington County. The Commission shall study, review
and make recommendations with regard to problems
resulting from damage by deer to orchards, farms, and
other lands in Washington County. In making such
studies, reviews, and recommendations, the Commission
shall give due consideration to accepted practices and
policies of wildlife conservation, to the maintenance of
the County as a leading area for sportsmen, and the
damage to the economy of the County and its landowners
from the depredations of deer. The Commission shall make
such field inspections, as the result of complaints or
otherwise, as may be necessary to accomplish the purposes
