Maryland (1969 Replacement Volume and 1973 Supplement) to
read as follows:

Article 77 - Public Education
52.

(B)    BEGINNING WITH THE FISCAL YEAR ENDING JUNE 30,
1978, AND FOR EACH FISCAL YEAR THEREAFTER, THE ADJOINING
COUNTY SHALL PAY THE RECEIVING COUNTY FOR EACH STUDENT
RESIDING IN THE ADJOINING COUNTY WHO ATTENDS A PUBLIC
SCHOOL IN THE RECEIVING COUNTY, AN AMOUNT EQUAL TO THE
LESSER OF THE LOCAL CURRENT EXPENSE PER PUPIL IN THE
ADJOINING COUNTY OR THE LOCAL CURRENT EXPENSE PER PUPIL
IN THE RECEIVING COUNTY. FOR PURPOSES OF THIS SECTION,
"LOCAL CURRENT EXPENSE PER PUPIL" MEANS ALL EXPENDITURES
MADE BY A COUNTY FROM COUNTY APPROPRIATIONS, EXCLUDING
STATE, FEDERAL, AND OTHER AID, FOR PUBLIC ELEMENTARY AND
SECONDARY EDUCATION IN THE PRECEDING FISCAL YEAR, DIVIDED
BY THE NUMBER OF PUPILS ENROLLED, AS THAT TERM IS DEFINED
IN ARTICLE 77, §128A. IF THE LOCAL CURRENT EXPENSE PER
PUPIL FOR THE ADJOINING COUNTY IS LESS THAN THE LOCAL
CURRENT EXPENSE PER PUPIL FOR THE RECEIVING COUNTY, THE
DIFFERENCE, PLUS THE APPROPRIATE STATE SHARE OF BASIC
CURRENT EXPENSES, FOR EACH PUPIL RESIDING IN AN ADJOINING
COUNTY WHO ATTENDS A PUBLIC SCHOOL IN A RECEIVING COUNTY,
SHALL BE PAID BY THE STATE TO THE RECEIVING COUNTY AND
SHALL BE PROVIDED FOR IN THE APPROPRIATION TO THE STATE
BOARD OF EDUCATION.

(C)    FOR THE FISCAL YEAR ENDING JUNE 30, 1976, THE
ADJOINING COUNTY SHALL PAY TO THE RECEIVING COUNTY A SUM
EQUAL TO ONE-THIRD OF THE AMOUNT WHICH WOULD BE DUE IF
CALCULATED PURSUANT TO SUBSECTION (B) . FOR THE FISCAL
YEAR ENDING JUNE 30, 1977, THE ADJOINING COUNTY SHALL PAY
TO THE RECEIVING COUNTY A SUM EQUAL TO TWO-THIRDS OF THE
AMOUNT WHICH WOULD BE DUE IF CALCULATED PURSUANT TO
SUBSECTION (B). FOR EACH OF THOSE FISCAL YEARS, THE
STATE SHALL REIMBURSE THE RECEIVING COUNTY IN AN AMOUNT
EQUAL TO THE DIFFERENCE BETWEEN THE AMOUNT THE ADJOINING
COUNTY WOULD BE REQUIRED TO PAY IF CALCULATED PURSUANT TO
SUBSECTION (B) AND THE AMOUNT IT MUST PAY PURSUANT TO
THIS SUBSECTION.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1975.
