same amounts of "seed money" and on expenditures; the
role of established parties in campaign funding; the
composition and power of the state board of election
laws; and such other areas of concern that the task force
deems appropriate to consider.
The task force shall consist of 25 members. The
task force shall be composed of 6 members of the House of
Delegates appointed by the Speaker of the House, 6
members of the Maryland Senate appointed by the President
of the Senate, and 13 members representative of
interested citizen groups, and political parties
appointed by the Governor. The task force shall elect
its chairman from among those members who are not elected
public officials. The task force shall also elect a vice
chairman.
The task force shall issue a written report to the
Governor of Maryland and to the Speaker of the House of
Delegates and the President of the Senate containing its
findings, and including such draft legislation as may be
necessary to implement its findings, on or before
December 15, 1974.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning
Public Education — Schools Near County Lines
FOR the purpose of providing for the determination of
geographical attendance areas and other attendance
policies with respect to schools near county lines;
providing a policy for the reimbursement of counties
receiving students from other counties; providing
for a phase—in of the reimbursement program, and
relating generally to State and county arrangements
for the education of children living near county
lines.
BY repealing and re—enacting, with amendments,
Article 77 - Public Education
