assistants as full-time assistant State's attorneys at a
salary of [[not less than seventeen thousand dollars
($17,000) nor more than [twenty thousand dollars
($20,000)] $22,500 annually as the State's Attorney may
determine.]] NOT MORE THAN $25,000 ANNUALLY The [[four]]
TEN assistants designated as full—time assistant State's
attorneys shall not engage in the private practice of
law.

(4)    The State's Attorney may appoint such
clerical, administrative and other assistants as in his
judgment may be necessary for the proper conduct of his
office [, at such compensation as he may deem proper, to
be paid by the county on the certification of the State's
Attorney]. Such clerical, administrative and other
assistants shall perform clerical and other work as
directed by the State's Attorney. [[ALL EMPLOYEES UNDER
THIS PARAGRAPH SHALL BE SUBJECT TO THE PROVISIONS OF
ARTICLE VIII, TITLE "MERIT SYSTEM," OF THE CHARTER OF
BALTIMORE COUNTY AND THE RULES AND REGULATIONS PASSED BY
THE COUNTY COUNCIL PURSUANT TO THIS CHARTER, AS TO
QUALIFICATIONS, COMPENSATION AND OTHER REGULATIONS.]]

(5)    The deputy State's attorneys and the
assistant State's attorneys shall have the same legal
powers as the State's Attorney to represent the State
before grand juries and in the trial of criminal
proceedings.

[[SECTION 2. AND BE IT FURTHER ENACTED, That the
provisions of Paragraph 40(d) (4) of this Act shall apply
to all full-time employees appointed by the State's
Attorney and employed for a period of six months prior to
July 1, 1974, and still on duty as of July 1, 1974, and
they shall be qualified and employed under said Baltimore
County Merit System as to qualifications, compensation
and other regulations.]]

SECTION [[3]] 2. AND BE IT FURTHER ENACTED, That
the provisions of this Act shall not be construed to
extend or apply to the salary of the State's Attorney in
office on the effective date of this Act, but the
provisions of this Act concerning the salary of the
State's Attorney shall take effect at the beginning of
the next following term of office.

SECTION [[4]] 3. AND BE IT FURTHER ENACTED, That
this Act shall take effect July 1, 1974.
