SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 174{a), 177, 178 (a) (3) of Article
48 — Inspections, of the Annotated Code of Maryland (1971
Replacement Volume and 1973 Supplement) be and they are
hereby repealed and re—enacted, with amendments, to read
as follows:

Article 48 — Inspections
174.

(a) Upon the request of any company licensed to
insure and insuring boilers and pressure vessels in this
State OR, UPON THE REQUEST OF ANY COMPANY OPERATING
PRESSURE VESSELS IN THIS STATE WHICH ARE REGULARLY
INSPECTED AND RATED BY AN ESTABLISHED INSPECTION SERVICE
UNDER THE SUPERVISION OF ONE OR MORE ENGINEERS WHOSE
QUALIFICATIONS ARE SATISFACTORY TO THE BOARD AND IN
ACCORDANCE WITH THE RULES AND REGULATIONS ADOPTED BY THE
BOARD, the Commissioner of Labor and Industry shall issue
COMMISSIONS to any inspectors of said company
[commissions] as special inspectors,, provided that each
such inspector before receiving his commission shall
satisfactorily pass the examination provided for in
subsection (b) of this section, or, in lieu of such
examination, shall hold a commission or a certificate of
competency as an inspector of boilers and pressure
vessels for a state that has a standard of examination
substantially equal to that of the State of Maryland or a
commission as an inspector of boilers and pressure
vessels issued by the National Board of Boiler and
Pressure Vessel Inspectors, A COMMISSION AS A SPECIAL
INSPECTOR SHALL BE ISSUED TO AN INSPECTOR OF A COMPANY
OPERATING PRESSURE VESSELS IN THIS STATE AND
REPRESENTATIVES OF EMPLOYEE ORGANIZATIONS COVERED BY A
COLLECTIVE BARGAINING AGREEMENT ONLY IF, IN ADDITION TO
MEETING THE REQUIREMENTS STATED HEREIN, THE INSPECTOR IS
EMPLOYED FULL TIME BY THE COMPANY AND IS RESPONSIBLE FOR
MAKING INSPECTIONS OF PRESSURE VESSELS USED, OR TO BE
USED, BY SUCH COMPANY, AMD WHICH ARE NOT FOR RESALE. No
special inspectors shall receive salary from, nor shall
any of their expenses be paid by, the State, and the
continuance of a special inspector's commission shall be
conditioned upon his continuing in the employ of the
boiler insurance company duly authorized as aforesaid, OR
UPON CONTINUING IN THE EMPLOY OF THE COMPANY OPERATING
PRESSURE VESSELS IN THIS STATE and upon his maintenance
of the standards imposed by this subtitle. When such
special inspectors inspect boilers and pressure vessels
insured OR ALL PRESSURE VESSELS OPERATED by their
respective companies, such inspection shall exempt the
owners and users of such boilers and pressure vessels
