SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Sections 70A(a)(8) and 70A(b)(1) of
Article 41 — Governor—Executive and Administrative
Departments, of the Annotated Code of Maryland (1971
Replacement Volume and 1973 Supplement) be and they are
hereby repealed and re-enacted, with amendments, to read
as follows:

70A.
(a) (8) "Police officer" shall mean a member of a
police force, [[COUNTY]] SHERIFF'S OFFICE, or other
law—enforcement organization of State, county or
municipal government who is responsible for the
prevention and detection of crime and the enforcement of
the laws of the State as defined in § 70A(a)(4) of this
act, but shall not include any person serving as such
solely by virtue of his occupying any other office or
position, nor shall such term include a sheriff, [[deputy
sheriff OF BALTIMORE CITY, constable,]] Superintendent of
State Police, commissioner of police, deputy or assistant
commissioner of police, chief of police, deputy or
assistant chief of police, or any person having an
equivalent title who is appointed or employed by a
government to exercise equivalent supervisory authority.
(b) There is hereby established in the Department
of Public Safety and Correctional Services, a Police
Training Commission whose membership shall consist of the
following persons:
(1) The president of the Maryland Chief of Police
Association; THE PRESIDENT OF THE MARYLAND SHERIFFS
ASSOCIATION; the president of the Maryland Law
Enforcement Officers, Inc.,; the Attorney General of the
State of Maryland; the Superintendent of the Maryland
