appropriated by the General Assembly, as provided in
Section [[6]] 7 of this Act. Upon, and to the extent of,
such determination by the Board of Public Works, the
Governor shall, by proclamation issued pursuant to a
resolution of the Board of Public Works, declare that the
taxes required by this section shall not be collected or
levied in any such ensuing taxable year.
SECTION [[8]] 9. AND BE IT FURTHER ENACTED, That
all matters committed by this Act to the discretion of
the Board of Public Works shall be determined by a
majority of said Board.
SECTION [[9]] 10. AND BE IT FURTHER ENACTED, That,
if any portion (word, sentence, paragraph, proviso or
section) of this act shall be held invalid for any
reason, the remaining provisions shall remain in full
force and effect, and such invalid portion shall be
considered severed and deleted from this Act.
SECTION [[10]] 11. AND BE IT FURTHER ENACTED, That
this Act shall take effect June 1, 1974.

AN ACT concerning
Creation of a State Debt —
Acquiring Building for Red Cross
FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of Two Hundred Fifty
Thousand Dollars ($250,000), the proceeds thereof to
be known as the "Baltimore Regional Red Cross Loan
of 1974", to be used for aiding in the acquisition
of the Peterson, Howell and Heather Building at 2701
North Charles Street, in Baltimore City, for use as
the headquarters for the American Red Cross,
Baltimore Chapter; subject to the requirement that,
on or before January 1, 1976, the American Red
Cross, Baltimore Chapter, shall have obtained from
private sources One Million Dollars ($1,000,000) for
said purpose; and providing generally for the issue
and sale of bonds evidencing such loan.
