(a) There is hereby created and established a
council to be known as the Advisory Council on Drug
Abuse, to consist of the State Superintendent of Schools,
the commissioners of Mental Hygiene, Health, Labor and
Industry, and Correction, the Secretary of the Department
of Parole and Probation, the chairman of the State Parole
Board, the Director of the Administration, and the mayor
of the City of Baltimore, each to serve as permanent ex
officio members and nine members to be appointed by the
Governor, from the general public. One of the members
from the general public shall serve as chairman and one
such member shall serve as vice—chairman upon designation
by and at the pleasure of the Governor. Each of the ex
officio members may designate a representative to act on
his behalf on the Council. ONE MEMBER FROM THE GENERAL
PUBLIC SHALL BE A PROVIDER OF TREATMENT SERVICES.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect December 31, 1974.

AN ACT concerning
Creation of a State Debt - Maryland Housing Fund
Loan of 1974
FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of Thirteen Million
Dollars ($13,000,000) to be known as the "Maryland
Housing Fund Loan of 1974", the proceeds thereof to
be used for the Maryland Housing Fund, and providing
generally for the issue and sale of State general
obligation bonds evidencing said loan.
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Board of Public Works is hereby
authorized and empowered to issue a State loan to be
known as the "Maryland Housing Fund Loan of 1974," in the
aggregate amount of Thirteen Million Dollars
($13,000,000) .
