Notwithstanding any provisions to the contrary in
this section, any funds encumbered prior to July 1, 1973
in the items being repealed as of July 1, 1973, OR
ENCUMBERED PRIOR TO JULY 1, 1974 IN THE ITEM BEING
REPEALED AS OF JULY 1, 1974, shall not be repealed and it
is the expressed intent that the unencumbered balances in
said repealed items as of [July 1, 1973] THE DATE OF
REPEAL shall be transferred to and be available for the
appropriations initially authorized on July 1, 1973 OR ON
JULY 1, 1974.

SECTION 3. AND BE IT FURTHER ENACTED, That new
Sections 11F and 11G be and they are hereby added to
Chapter 403 of the Acts of 1969, to follow immediately
after section 11E thereof, as added by Chapter 481 of the
Acts of 1973, and to read as follows:
