[[(viii)]] (ix) Include provision for [periodic]
ANNUAL amendment or revision of the county plan.

[[(ix)]] (x) Indicate the source of supply and the
approximate amount to be withdrawn from waters of the
State, and shall indicate the quantity and quality of
wastes to be discharged into the waters of the State.

[[(x)]] (xi) Designate the appropriate county
agency charged with the responsibility of structuring a
workable plan to keep the county environment free from
trash, litter and solid waste, and to prevent scenic
pollution of public and private property. This plan,
where practicable, may include the use of prisoners from
the state correctional system and from county jails and
detention centers.

(c) 1. The State Department of Health shall
adopt and from time to time, amend regulations which

(viii) Require the Department, prior to its
decision, to submit the county plan or amendment or
revision thereof to the Department of Natural Resources
which shall advise the Department of matters pertaining
to water allocation, adequacy of industrial waste
treatment and the effect of proposed withdrawals and
waste discharges on waters of the State. ALSO REQUIRE
THE DEPARTMENT, PRIOR TO ITS DECISION, TO SUBMIT THE
COUNTY PLAN TO THE DEPARTMENT OF STATE PLANNING FOR
COMMENTS INCLUDING THOSE CONCERNING CONSISTENCY WITH THE
LOCAL MASTER PLAN.

2. [After nine months following the submission of
a] THE county plan, amendment, or revision thereof SHALL
BECOME EFFECTIVE IMMEDIATELY UPON APPROVAL BY THE
APPROVING AUTHORITY SUBJECT TO REVISION OR OTHER
APPROPRIATE ACTION BY THE SECRETARY AND no community
water supply, sewerage or solid waste disposal system, or
individual water supply or individual sewerage system or
solid waste acceptance facility may be installed or
extended in any geographic area to which said county
plan, amendment, or revision thereof relates, unless it
is in accordance therewith.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.
