SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That new Section 19A be and it is hereby added
to Article 33 — Sales and Notices, of the Annotated Code
of Maryland (1969 Replacement Volume and 1973 Supplement)
to read as follows:

19A.

THE GENERAL ASSEMBLY OF MARYLAND FINDS THAT CONSUMER
PROTECTION IS ONE OF THE MAJOR ISSUES CONFRONTING ALL
LEVELS OF GOVERNMENT, AND THAT THERE HAS BEEN MOUNTING
CONCERN OVER THE INCREASE OF DECEPTIVE PRACTICES IN
CONNECTION WITH SALES OF MERCHANDISE AND SERVICES AND THE
EXTENSION OF CREDIT. THE GENERAL ASSEMBLY RECOGNIZES
THAT THERE ARE FEDERAL AND STATE LAWS WHICH OFFER
PROTECTION IN THESE AREAS, ESPECIALLY INSOFAR AS CONSUMER
CREDIT PRACTICES ARE CONCERNED, BUT FINDS THAT EXISTING
LAWS ARE NOT WIDELY KNOWN, ARE INADEQUATE, ARE POORLY
COORDINATED, AND ARE NOT ADEQUATELY ENFORCED.
