have been expended and are committed. It shall also
contain his projection of projects to be constructed for
completion of the Program and his estimate of funds
needed therefor.

(e) For purposes of this Act "Solid Waste" means
waste oils, automobile tires and bodies, wastewater
treatment plant residue, commercial and industrial
refuse, demolition or construction debris, used or
abandoned household appliances, municipal or domestic
garbage, dead animals, offal, paunch manure, agricultural
waste matter, yard waste, paper, glass, metals, plastics,
ash, rubbish, textiles, mycelium waste, chemicals, waste
solvents, wood wastes, metal hydroxide sludges, junk and
similar materials.

SECTION 6. AND BE IT FURTHER ENACTED, That all
unexpended funds remaining from the completed projects
authorized under this Act shall be transferred to the
Annuity Bond Fund and shall be applied to the debt
service requirements of the state, said transfer to be
made one year after the date of the final acceptance of
the projects by the State, said date of final acceptance
to be certified in writing to the Board of Public Works
by the [[Department of General Services]] MARYLAND
ENVIRONMENTAL SERVICE.

SECTION 7. AND BE IT FURTHER ENACTED, That any
furniture, fixtures and/or equipment authorized to be
paid for from the sales of the bonds authorized by this
Act shall be, where possible, manufactured or produced by
the State Use Industries operated by the Division of
Correction of the Department of Public Safety and
Correctional Services, in accordance with the provisions
of Section 681 of Article 27, Annotated Code of Maryland
(1971 Replacement Volume,)

SECTION 8. AND BE IT FURTHER ENACTED, That, except
as otherwise provided in this Act, no work may begin with
grant monies secured pursuant to the provisions of this
Act unless satisfactory assurances are made to the Board
of Public Works that the costs remaining to complete any
such work, after application of the grant monies, will be
funded from other available sources, including loans or
other funds available to the Maryland Environmental
Service, Federal grants or other assistance, and funds of
the party or parties for whom the project is being
provided.

SECTION 9. AND BE IT FURTHER ENACTED, That where
Federal funds may be available to help accomplish any
specific projects in this Act, the party or parties for
whom the Maryland Environmental Service is providing
these projects shall be obligated to seek the allocation
