commencement of a good faith effort by Provident Hospital
to raise additional capital funds from a community
fund-raising drive.
SECTION [[4]] 5. AND BE IT FURTHER ENACTED, That
this Act is hereby declared to be an emergency measure
and necessary for the immediate preservation of the
public health and safety and having been passed by a yea
and nay vote supported by three—fifths of all the members
elected to each of the two Houses of the General Assembly
of Maryland, the same shall take effect from the date of
its passage.

AN ACT concerning
Debts Owed to State - Provident Hospital, Inc.
FOR the purpose of [[releasing, under certain conditions.
Provident Hospital, Inc., from certain debts owed to
the State of Maryland; suspending the payment of
principal and interest for a certain period of time
on certain loans made to Provident Hospital by the
State and providing for the resumption of payments
of principal and interest of these loans under a
revised schedule of payments; cancelling a certain
debt owed by Provident Hospital to the State of
Maryland; and granting certain authority to the
Board of Public Works in regard to debts owed to the
State of Maryland by Provident Hospital.]]
authorizing, directing and empowering the Board of
Public Works to release, under certain conditions,
Provident Hospital, Inc. and its Receiver from
certain debts evidenced by Certificates of
Indebtedness in the aggregate amount of One Million
Eight Hundred Thousand Dollars ($1,800,000), plus
interest, owed to the State of Maryland; suspending
for three years the payment of principal and
interest on certain loans made to Provident
Hospital, Inc. by the State and providing for the
resumption of payments of principal and interest of
these loans under a revised schedule of payments;
authorizing, directing and empowering the Board of
Public Works to cancel, under certain conditions, a
