1596                                         LAWS OF MARYLAND                        [Ch. 392

PROPER TO TRANSFER ANY OF SUCH SECURITIES. THE ARTICLES
OF PARTNERSHIP AND ANY AGREEMENT BETWEEN THE PARTNERSHIP
AND THE BOARD OF TRUSTEES SHALL BE PREPARED BY THE
ATTORNEY GENERAL, AND SHALL PROVIDE THAT THE STATE
TREASURER AT ALL TIMES SHALL HAVE COMPLETE CUSTODY OF THE
SECURITIES PLACED IN THE PARTNERSHIP NAME, AND THAT SUCH
PARTNERSHIP MAY ACT ONLY AS THE AGENT OF THE BOARD OF
TRUSTEES, AND SHALL CONTAIN SUCH OTHER TERMS AND
CONDITIONS AS THE ATTORNEY GENERAL MAY DEEM APPROPRIATE.
THE PARTNERSHIP IS HEREBY FURTHER AUTHORIZED TO ENTER
INTO AGREEMENTS WITH VARIOUS BANKS OR OTHER FINANCIAL
INSTITUTIONS TO GUARANTEE THE SIGNATURES MADE ON BEHALF
OF THE PARTNERSHIP.

SECTION [[5]] 4. AND BE IT FURTHER ENACTED, That
this Act shall take effect July 1, 1974.

(Senate Bill 917)
AN ACT concerning

Baltimore City — Provident Hospital

FOR the purpose of authorizing the Mayor and City Council
of Baltimore to create a debt, and to issue and sell
its certificates of indebtedness as evidence
thereof, to an amount not exceeding One Million
Dollars ($1,000,000.00), the proceeds derived from
the sale of the certificates of indebtedness to be
granted to Provident Hospital, Inc., to be used to
meet certain necessary operating expenses of
Provident Hospital, Inc.[[; and for the purpose of
compromising and paying existing debts of Provident
Hospital, Inc., in constructing, equipping, and
operating facilities of said Provident Hospital
under the provisions hereof]] pursuant to a Plan of
Reorganization approved by the Circuit Court of
Baltimore City, subject to the requirement that the
State of Maryland provide equal and matching funds
for this project and that Provident Hospital
commence a good faith effort to raise additional
capital funds from a community fund-raising drive,
[[and for doing any and all things necessary, proper
or expedient in connection with or pertaining to any
or all of the matters or things hereinbefore
mentioned; authorizing said municipality to submit
