COMMITTEE HAS FILED HIS CERTIFICATE OF CANDIDACY; AND
(2) THE LOCAL BOARD OF THE COUNTY OR BALTIMORE
CITY IN WHICH THE COMMITTEE HAS PROMOTED THE SUCCESS OR
DEFEAT OF A LOCAL PRINCIPLE OR LOCAL PROPOSITION
SUBMITTED TO A VOTE AT AN ELECTION ONLY IN THAT COUNTY OR
BALTIMORE CITY; AND
(3) THE STATE ADMINISTRATIVE BOARD OF ELECTION
LAWS IF A CANDIDATE SUPPORTED OR OPPOSED BY A COMMITTEE
HAS FILED HIS CERTIFICATE OF CANDIDACY WITH THE STATE
ADMINISTRATIVE BOARD OF ELECTION LAWS; AND
(4) THE STATE ADMINISTRATIVE BOARD OF ELECTION
LAWS IF THE COMMITTEE HAS PROMOTED THE SUCCESS OR DEFEAT
OF A POLITICAL PARTY, STATEWIDE PRINCIPLE, STATEWIDE
PROPOSITION, OR OTHER PRINCIPLE OR PROPOSITION SUBMITTED
TO A VOTE AT AN ELECTION IN A COUNTY OR BALTIMORE CITY
AND ALL OR PART OF ANOTHER COUNTY OR COUNTIES.
(e) Whenever any report is required to be filed by
a certain date, it shall be considered timely if it is
mailed BY REGISTERED OR CERTIFIED MAIL, RETURN RECEIPT
REQUESTED, and bears a postmark on or before the required
date, regardless of when it is actually received. UNLESS
A REPORT IS SO HAILED, THE BOARDS AND THE STATE
ADMINISTRATIVE BOARD OF ELECTION LAWS SHALL PROVIDE A
RECEIPT FOR EACH REPORT RECEIVED.
(f) The provisions of this section shall apply to
all committees and treasurers for candidates for public
or party office located outside of the geographic
boundaries of the State with respect to all expenditures
of funds within the State of Maryland.
(G) FOR PURPOSES OF THIS SECTION, THE FAILURE TO
PROVIDE ALL OF THE INFORMATION REQUIRED BY THE FORMS
PRESCRIBED IN ACCORDANCE WITH § 26-12, TO THE EXTENT
APPLICABLE, IS A FAILURE TO FILE.
26-13.
(a) No person shall be deemed elected to any
public or party office under the laws of this State, or
enter upon the duties thereof, or receive any salary or
emoluments therefrom until [he shall have filed the
statements provided for in § 26—12 in accordance with the
schedule of reports in § 26—11; and no officer authorized
by the laws of this State to issue commissions of
election shall issue a commission of election to any
person claiming to be elected to any such office, until
copies of such statements as aforesaid shall have been
made and filed under oath, by such person with such
