license. The fee includes the issuance of an instruction
and examination license [. The fee] AND includes the
issuance of the class of license for which the applicant
qualifies within the period of validity of the
instruction and examination license.

[ (i) ] (E) A fee of $1.00 shall be paid for issuance
of a duplicate license.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning

Elections — Absentee Voting

FOR the purpose of requiring election boards to take full
advantage of free postage privileges with respect to
the mailing of absentee ballot materials and
absentee ballots; and clarifying certain language
generally relating to the delivery of absentee
ballots.

BY repealing and re—enacting, with amendments.

Article 33 — Election Code

Section 27-6(b)

Annotated Code of Maryland

(1971 Replacement Volume and 1973 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That Section 27-6(b) of Article 33 - Election
Code, of the Annotated Code of Maryland (1971 Replacement
Volume and 1973 Supplement) be and it is hereby repealed
and re—enacted, with amendments, to read as follows:

Article 33 — Election Code
27-6.

(b) If the applicant is a qualified voter as stated
in his affidavit, the board shall, as soon as practicable
