from time to time, and the current books and prior books
shall be maintained so that any person may inspect [the
same] THEM without fee or reward. However, any books,
except those containing current values may be microfilmed
as provided by law for purposes of A permanent record and
the originals destroyed. For each year beginning January
1, 1976, the Department of Assessments and Taxation or
its designee shall prepare the record of assessment books
and they shall be made available to the public at a
reasonable cost.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act
shall take effect July 1, 1974.

AN ACT concerning

Creation of a State Debt — Restoring
The Frigate Constellation

FOR the purpose of authorizing the creation of a State
debt in the aggregate amount of Two Hundred and
Fifty Thousand Dollars ($250,000), to be known as
"The Frigate Constellation Restoration Loan of
1974", the proceeds thereof to be used for the
purpose of aiding in the restoration of The Frigate
Constellation (formerly the USS Constellation),
subject to the requirement that The Constellation
Restoration Committee, on or before June 1, 1976,
shall have obtained from other public or private
sources at least an equal and matching sum for the
same purpose; and providing generally for the issue
and sale of bonds evidencing such loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Board of Public Works is hereby
authorized and empowered to issue a State loan to be
known as the "The Frigate Constellation Restoration Loan
of 1974," in the aggregate amount of Two Hundred and
Fifty Thousand Dollars ($250,000).

The certificates of indebtedness (hereinafter called
"bonds") evidencing said loan may be issued all at one
time or, in groups, from time to time, as hereinafter
