(ix) state owned or leased forests, parks, scenic
preserves, historic monuments, natural and recreational
areas, fish and wildlife refuges and habitats and lands
bordering on these state owned areas;

(x) circumference areas around airports;

(xi) circumference areas around interchanges on
limited access highways;

(xii) [[port,]] circumference areas around posts and
rail and rapid transit facilities and rail and rapid
transit corridors;

(xiii) an area significantly affected by or the
development of which has a significant effect upon an
existing or proposed major public facility as defined in
section 1 or other area of major public investment;

(xiv) an area where land use, development, or
construction would result in an irreversible or
irretrievable loss of commitment of mineral and other
natural resources;

(xv) an area containing or having a significant
impact upon historical, scientific, cultural,
archeological, ecological, environmental, recreational or
aesthetic resources;

(xvi) an area of regional interest where development
decisions will have a substantial impact on the land use
plans, natural systems, or resources, or public
facilities within or serving another jurisdiction.

the designation of an area as an area of critical
state concern shall be incorporated into and made a part
of the plan without further proceedings except as
provided for in this section. the board's guidelines and
criteria for development regulations for such areas may
be part of the plan, but the development regulations
adopted and approved in relation thereto are not part of

the plan. by january 1, 1975, every local government

shall submit to the board any initial suggestions the

local government may have for the designation of areas of
critical state concern. the initial proposals for the
designation of areas of critical state concern shall be
made by the board on or before december 31, 1975. [[by
