Secretary [of State Planning] concerning current and
impending problems as may affect the State as a whole;
(c) Studies and investigations. — Make studies and
investigations, insofar as may be relevant to State
planning, of the resources of the State and of existing
and emerging problems of agriculture, industry, commerce,
transportation, population, housing, public service,
local government and of allied matters affecting the
development of the State, and in making such studies,
seek the cooperation and collaboration of the appropriate
departments, agencies and instrumentalities of federal.
State and local government, educational institutions and
research organizations, whether public or private, and of
civic groups and private persons and organizations;
(d) Governor's principal staff planning agency. —
Act as the Governor's principal staff agency in planning
matters concerning the resources and development of the
State and, in this capacity, undertake special studies
and investigations, submit reports and render advice to
the Governor whenever he may request;
(e) Cooperation with General Assembly. - Provide
information to and cooperate with the General Assembly or
any of its committees in connection with the studies
relevant to state planning;
(f) Preparation of State's capital program and
annual capital budget; study of capital project. —
Prepare the State's capital program and the annual
capital budget, as well as study all capital projects
proposed to be undertaken by State departments and
agencies.
(g) Inventory of facilities and natural resources.
— Prepare and from time to time revise inventory listings
of the State's natural resources, and of major public and
private works and facilities of all kinds which are
deemed of importance to the development of the State as a
whole;
(h) Cooperation with local, State and federal
governments and agencies. — Cooperate with, and provide
planning assistance, including but not limited to
surveys, land use studies, urban renewal plans, technical
services and other planning work, to county, municipal or
other local governments, instrumentalities or planning
agencies; and cooperate with and assist departments and
other agencies or instrumentalities of federal, State and
local government as well as regional, metropolitan,
county, municipal or other local or private planning
agencies in the execution of their planning functions,
with a view to harmonizing their planning activities with
