8 of Chapter 195 of the Acts of
1973 being hereby modified to the
extent that said work may begin
upon satisfactory assurances to
the Board of Public Works that
said project can be completed with
the aggregate of the funds herein
and heretofore appropriated for
that purpose In order to expedite
the availability of this facility,
it is the intent of the Legis-
lature to allow the use of all
funds surplus to the cost of
construction of the Comprehensive
Rehabilitation Center to match an
equal amount of Federal Funds which
may become available for the con-
struction and equipping of this
automotive training center provided
the program and plans are approved by
the Department of State
