immediately after the period, insert the following:

"RULES AND REGULATIONS PROMULGATED BY THE GOVER-
NOR PURSUANT TO THE POWERS GRANTED ABOVE UNDER THIS
SUBSECTION SHALL FIRST BE PRESENTED TO THE COMMITTEE
ON ADMINISTRATIVE, EXECUTIVE AND LEGISLATIVE REVIEW
FOR APPROVAL, REJECTION OR MODIFICATION. IF THE COM-
MITTEE FAILS TO TAKE ACTION WITHIN FIVE DAYS OF SUB-
MISSION OF THE RULES AND REGULATIONS, THE RULES AND
REGULATIONS SHALL BECOME EFFECTIVE AS PROMULGATED
BY THE GOVERNOR. IN THE EVENT OF AN EMERGENCY IN
WHICH IT IS NOT FEASIBLE TO SECURE THE APPROVAL OF THE
COMMITTEE A RULE OR REGULATION MAY BECOME EFFECTIVE
IMMEDIATELY, AND SHALL IMMEDIATELY BE COMMUNICATED
TO THE CHAIRMAN OF THE COMMITTEE AND BE SUBJECT TO
REVERSAL OR MODIFICATION BY THE FULL COMMITTEE WHEN
CONVENED. ALL RECORDS OF RULES AND REGULATIONS AND
COMMITTEE MEETINGS SHALL BE OPEN TO THE PUBLIC."

Amendment No. 4—

Immediately after unit 138 on page 3 of the third reading file bill (fourth
printing) insert the following:

"SECTION 3. AND BE IT FURTHER ENACTED, That if any provision
of this Act or the application thereof to any person or circumstance is held
invalid for any reason in a court of competent jurisdiction, the invalidity
does not affect other provisions or any other application of this Act which
can be given effect without the invalid provision or application, and for
this purpose the provisions of this Act are declared severable."
