Members having answered to their names, the Chief Clerk announced
that a majority of all members elected being present, the House was
ready under the provisions of the Constitution to proceed with business.
On the motion of Delegate Arnick of Baltimore County, seconded by Dele-
gate Minnick of Baltimore County, the name of Delegate Arthur Dorman of
Prince George's County was placed in nomination for Speaker pro tern.
Nominations were closed by motion; said motion prevailed.
Delegate Arthur Dorman was elected unanimously by roll call vote.
The Speaker pro tern was sworn in by James P. Mause, Chief Clerk, under
House Rule No. 86.
The chair called for nominations for Speaker of the House of Delegates
for the Special Session of 1973.
On the motion of Delegate McKay of St. Mary's County, seconded by
Delegate Cardin of Baltimore City, Delegate John Briscoe of St. Mary's
County was nominated for Speaker of the House.
Nominations were closed and roll call taken for election of Speaker.
Upon the motion of Delegate Hopkins of Baltimore County, the election
for Speaker was made unanimous. The Speaker pro tern announced the
election of Delegate Briscoe.
The Speaker-elect of the House was escorted to the rostrum by Delegate
Hopkins and Delegate Arnick. The Speaker pro tern administered the oath
of office to the Speaker, Delegate John Briscoe of St. Mary's County.
The Speaker administered the oath of office to William S. Home, the
new delegate from Talbot County.
The Speaker introduced the two new delegates from Third District,
Baltimore City: Delegates DeAngelo and Faby.
