(1)     TO RECOMMEND TO THE SECRETARY OF STATE,
FROM TIME TO TIME, SUCH FORMS AS IT MAY DEEM AD-
VISIBLE FOR USE IN THE FILING OF THE STATEMENTS RE-
QUIRED BY THIS SUBTITLE, WITH INITIAL RECOMMENDA-
TIONS TO BE MADE NO LATER THAN THE 1ST DAY OF DE-
CEMBER IMMEDIATELY FOLLOWING THE EFFECTIVE DATE
OF THIS SUBTITLE;

(2)    TO INVESTIGATE COMPLAINTS OF ALLEGED VIOLA-
TIONS OF THIS SUBTITLE;

(3)    TO REPORT VIOLATIONS OF THIS SUBTITLE, WITH
APPROPRIATE NOTICE THEREOF TO THE PERSON SO
CHARGED, TO THE ATTORNEY GENERAL;

(4)    TO ISSUE, UPON WRITTEN REQUEST OF ANY PER-
SON REQUIRED TO FILE A STATEMENT UNDER THIS SUB-
TITLE, ADVISORY OPINIONS WITH RESPECT TO ANY MAT-
TER IN WHICH SUCH PERSON IS INVOLVED CONCERNING
THE APPLICABILITY OF THIS SUBTITLE, BUT NO SUCH
OPINION SHALL BE MADE PUBLIC WITHOUT THE CONSENT
OF THE PERSON REQUESTING THE OPINION;

(5)    TO ISSUE AND PUBLISH, UPON WRITTEN REQUEST OF
ANY OTHER PERSON, SUCH ADVISORY OPINIONS ON THE
REQUIREMENTS OF THIS SUBTITLE AS IT MAY DEEM AP-
PROPRIATE; AND

(6)    TO ADOPT SUCH PROCEDURES AS MAY BE NECES-
SARY TO CARRY OUT ITS FUNCTIONS IN ACCORDANCE WITH
THE PROVISIONS OF THIS SECTION.

(C)    UPON RECEIVING A REPORT OF VIOLATION OF THIS
SUBTITLE FROM THE FINANCIAL DISCLOSURE ADVISORY
BOARD, OR UPON RECEIVING A COMPLAINT, DEEMED BY
THE ATTORNEY GENERAL TO BE JUSTIFIED, OF SUCH VIO-
LATION FROM ANY OTHER SOURCE, THE ATTORNEY GEN-
ERAL SHALL FILE A PETITION IN THE APPROPRIATE CIR-
CUIT COURT FOR A MANDATORY INJUNCTION, ORDERING
THE VIOLATOR TO TAKE SUCH ACTIONS AS WILL CURE THE
VIOLATION. THE ATTORNEY GENERAL SHALL GIVE THE AL-
LEGED VIOLATOR NOTICE OF HIS DETERMINATION AND
INTENTION TO FILE A PETITION AT LEAST FIFTEEN DAYS
PRIOR TO FILING THE PETITION.

(D)    THE EQUITY JURISDICTION OF THE VARIOUS CIR-
CUIT COURTS IS HEREBY DEEMED TO INCLUDE JURISDIC-
TION TO ISSUE SUCH MANDATORY INJUNCTIONS AS MAY BE
NECESSARY TO COMPEL COMPLIANCE WITH THE PROVI-
SIONS OF THIS SUBTITLE, AND SUCH INJUNCTIONS SHALL
BE ENFORCEABLE BY CONTEMPT PROCEEDNGS IN AC-
CORDANCE WITH THE LAWS AND MARYLAND RULES RE-
LATING TO CONTEMPT.

(E)    THE STATE COMPTROLLER, UPON THE ISSUANCE
OF ANY MANDATORY INJUNCTION AGAINST A PERSON
SUBJECT TO THIS SUBTITLE, SHALL SUSPEND PAYMENT OF
ANY SALARY OR OTHER COMPENSATION TO THAT PERSON
PENDING FULL COMPLIANCE WITH THE TERMS OF THE IN-
JUNCTION.
